FEL-1 to FEL-3: The Complete Journey

## From Concept to Execution-Ready FEL is broken into three progressive stages. Each stage increases scope definition, reduces uncertainty, and produces decision-grade outputs. **FEL-1: Options Evaluation** Teams evaluate concept alternatives and feasibility. The goal is to decide which ideas deserve serious engineering. By the end of FEL-1, you have rough boundaries for scope, concept designs, and a Rough Order of Magnitude (ROM) cost estimate. This filters good ideas into FEL-2. **FEL-2: Concept Development** Chosen concepts are further developed and optimized. Engineers compare alternatives, challenge assumptions, and tighten the design. Preliminary engineering work improves cost estimate accuracy to roughly ±20–30% (often Class 3–4). FEL-2 outcomes include a base-case design, higher-fidelity estimates, and a procurement plan sketch. Projects can also be ranked using ROI, NPV, or risk-adjusted scores. **FEL-3: Execution Ready** The project is now execution-ready. Basic engineering (FEED) is complete, scope is definitive, and contingencies are set. According to H+M Industrial EPC, executives expect a defendable business case with scope, risks, and financials locked down. A quality FEL-3 package includes a final cost estimate and schedule, a detailed risk register, and any remaining approvals required for funding.

Stage Outcomes Summary

  • FEL-1: Options evaluation and feasibility (concept designs, Class 5–4 ROM estimate)

  • FEL-2: Concept selection and preliminary engineering (refined design, Class 3–4 estimate)

  • FEL-3: Basic engineering/FEED (detailed scope, Class 1–2 estimate, locked plans)

Using Gate Reviews Effectively

Formal gate reviews at the end of each FEL stage ensure decisions are data-driven. Owners set clear entry/exit criteria for scope, cost, and schedule quality. Well-structured gates mean you only fund the next phase when deliverables meet requirements, reducing surprises later.

Our project governance embeds stage-gate controls. We use checklists like PDRI scope scoring and decision forums to align funding with FEL deliverables. Our Project Development & Management service guides projects through FEL-1, 2, and 3, delivering concept studies, preliminary scopes, and bankable FEED packages at each gate.
